On January 1, 2014, the state of California and the province of Quebec will link their carbon emissions cap and trade programs. These linked programs will utilize the Compliance Instrument Tracking System Service (CITSS), an emissions registry that will enable participants to transfer emission allowances between jurisdictions. The origin of allowances will not be identified in the CITSS.
ICE Futures U.S. will amend rule 18.D.001, its rule regarding the physical delivery of California Carbon Allowance futures, accordingly.
